Maharashtra Unveils Landmark Housing Policy After Two Decades: A New Era in Urban Development

In a transformative move that aims to redefine urban housing in India’s second-most populous state, the Maharashtra government has rolled out its first comprehensive housing policy in nearly 20 years. Titled “Majhe Ghar, Majha Adhikar (My Home, My Right),” the policy lays down an ambitious vision for affordable housing, urban redevelopment, and inclusive infrastructure. With an eye on the future, it seeks to address the growing housing needs of a rapidly urbanizing state while ensuring that no citizen is left behind.

At the heart of this initiative is the target of constructing 35 lakh affordable homes by 2030 for the Economically Weaker Sections (EWS) and Low-Income Groups (LIG). Backed by a massive budget outlay of ₹70,000 crore, this policy is designed to make homeownership accessible and inclusive across urban Maharashtra.

  • Boost to Self-Redevelopment:

One of the policy’s standout features is the support it provides to cooperative housing societies keen on undertaking self-redevelopment. A dedicated corpus of ₹2,000 crore has been set aside to aid societies financially and technically.   • Redevelopment of Vertical Slums:

These buildings, often plagued by poor design and inadequate amenities, will be redeveloped using a cluster model. This ensures integrated planning, better civic infrastructure, and improved living standards for thousands of residents.

  • Creation of a Government Land Bank:

To meet its ambitious construction targets, the policy emphasizes the identification and allocation of government land for residential projects. A collaborative effort involving departments like Revenue, Forest, and Industries will culminate in the formation of a residential land bank by 2026, laying the groundwork for large-scale affordable housing developments across the state.

  • Establishment of Mahawas Niwas Nidhi:

To ensure timely and effective implementation of housing projects, the policy introduces Mahawas Niwas Nidhi, a ₹20,000 crore fund. This fund will support public agencies like MHADA and CIDCO in launching affordable rental housing schemes, catering not just to buyers but also to students, migrant workers, and low-income earners in need of temporary shelter.

  • Digital Transparency and Monitoring:

In line with the government’s push for digital governance, the policy mandates the creation of a state housing portal. This platform will enable real-time project monitoring, transparent fund allocation, and grievance redressal. This digital initiative is expected to streamline the entire housing lifecycle—from land allocation to home possession.
